The Homecoming Act, 2026

An Act to provide for the orderly return of persons who left for better opportunities, found better paperwork, and accidentally spent their thirties inside a document-upload portal.

A generation was told that talent travels. Nobody mentioned the upload limit.

It travelled. It queued, paid fees, renewed cards, learned to pronounce its own name slowly on calls, paid rent requiring financial modelling, and discovered that “temporary” can last fourteen years. It has been called talent, shortage, surplus, asset, threat and “resource”. This portal is for the radical administrative idea that the resource may also be a person.

Whereas a generation was told that talent travels; and whereas the said talent travelled, queued, paid fees, collected residence cards and perfected the phrase “please find attached”; and whereas it has at various times been described as a shortage, surplus, asset, threat, resource and talking point; and whereas nobody has yet completed Form HUMAN-1; now therefore this Act is enacted, approximately.

Excellent question. Emotion is not a relocation package. Accordingly, the Ministry has invented benefits so unreasonable that they may accidentally sound reasonable.

Come for the paperwork reduction. Stay because your mother already told everyone you are coming.

This is not “India is perfect” propaganda. India has traffic, cousins, dust, opinions and builders who use the word possession creatively. The proposal is simpler: if people bring years of skills, savings, work and life back with them, make the return worth choosing.

Scroll horizontally. The policy is more mobile than immigration.

Month-for-month tax holiday

One month tax-free for every month lived abroad, capped at sixty. Five years of paperwork earns five years without one particular kind of paperwork.

Status: financially irresponsible, spiritually approved.

12 days of “बस पाँच मिनट” leave

For hospital visits, bank work, pension forms, appliance repair and the mysterious errand your father said would take five minutes.

Travel time excluded because nobody knows when the plumber will come.

One child. One seat. Zero circus.

No donation. No management quota. No interview where a four-year-old is assessed for leadership potential while the parents are assessed for liquidity.

Finger-painting shall not be treated as an MBA entrance exam.

Returning families receive a written handover date. “Next quarter”, “almost ready” and “sir, finishing chal raha hai” are not recognised calendar formats.

Balcony plants may be brought without architectural approval.

401(k), Riester, CPF, superannuation and other alphabet soup count toward one portable retirement record. One form. Eleven pages. We remain realistic.

Password must still contain one symbol, one number and one childhood trauma.

No “foreign experience discount”

Your title will not be translated three levels downward because nobody recognises the company. Global experience counts. So does the career break you took to move countries twice.

“What was your last CTC?” may be asked only after reading the CV.

You may fail without immigration consequences

Start a company. Shut it down. Start again. Your right to remain will not be attached to a cap table, employer letter or somebody else’s quarterly budget.

Pitch deck may still contain “TAM: everyone”. Some traditions survive.

One container. No judgement.

Bring the flat-pack furniture you assembled yourself, the air fryer, the mattress you evangelise about and up to forty bottles of vitamin D.

Emotional baggage remains unlimited and duty-free.
WHY(9) · Status Mukti

Your existence stops expiring

No sponsor. No annual renewal. No change-of-employer petition. No sentence beginning “your status is currently”. You are home. The server may still be down.

This benefit contains the least comedy because it needs the least.
Reality check: none of these benefits exist. That is the satire. The page is imagining the boring, practical things that could make “come back” a choice instead of an emotional lecture.

SCHEDULE I

Tax Relief — Form 16-Mukti

You already paid tax somewhere that kept your belonging in beta.

One month of tax-free income for every month lived abroad, capped at sixty months. Consider it a loyalty programme with extremely delayed points.

  • There is no minimum qualifying period. One month abroad earns one month tax-free. Sixty months is the ceiling, not the entry fee. The officer who proposed a five-year threshold has been thanked for his contribution and reassigned to Annexure 9.
  • Capital brought home is taxed at zero percent. Guilt brought home is also taxed at zero percent, though it is harder to declare.
  • The exemption clock starts the day you land, not the day your shipping container clears customs. Your container will clear customs in 2029.
  • Any financial year in which the applicant says "back in the US/UK/Germany we used to…" more than twelve times shall forfeit one month of exemption. Family members may report violations through the portal. They will.
  • Relief is non-transferable, except to your parents, who have been subsidising your entire life anyway.
  • Translation Amnesty. This portal is available in ten languages. Nine of them were machine-translated and the Ministry is aware of it. Any person who corrects a translation shall be granted one additional month of tax-free income, subject to terms and conditions to be notified shortly. "Shortly" is defined at Annexure 9. SCHEDULE W

Everyone Else — i.e. Almost Everyone

Engineers, nurses, drivers, testers, cooks, carers, night-shift workers.

The engineers, nurses, drivers, testers, cooks, carers, students, designers, researchers, founders and night-shift people who were never anybody's headline. This is the long Schedule because this is most of us.

  • Loans. Fast-track sanction within 48 hours. The sanction letter will reach you in nine months. Both statements are true and neither is a joke.
  • Retirement. The NPS-Wapsi scheme recognises your 401(k), your Riester, your CPF and your superannuation as service years. One form. Eleven pages. Still fewer than one visa renewal.
  • Housing. Interest subvention plus a written possession date from the builder. The date binds the builder in roughly the way a New Year resolution binds a person.
  • Schooling. One guaranteed seat per returning child. No donation. No management quota. No interview in which a four-year-old is assessed on leadership potential. This clause alone is worth the airfare.
  • Driving. Foreign licence converted without re-test. You will nonetheless need re-training on the horn, which here is a language with tenses. A six-month grace period permits continued use of indicators; nobody will understand them, but the Act protects your right to try.
  • Customs amnesty. One container, duty free: the flat-pack furniture you assembled yourself and refuse to abandon, the air fryer, the mattress you still talk about, and up to forty bottles of vitamin D.
  • Healthcare. Immediate enrolment for you and both sets of parents. No waiting period, no pre-existing condition clause, no appeal letter written at 1 a.m. to an insurer in another time zone.
  • Dignity. No annual renewal. No change-of-employer petition. No sentence beginning “your status is currently”. You are from here. That was always the one thing nobody could revoke.
  • Parent Proximity Leave. Twelve additional days per year for medical appointments, bank work, document chasing and any task introduced with “बस पाँच मिनट का काम है”. Documentary proof waived because your parents will call HR themselves.
  • Career re-entry. Overseas experience may not be discounted merely because the recruiter has not heard of your employer. “What was your last CTC?” may be asked only after somebody has read page one of your CV.
  • Returning children. Language bridge classes are included. No child shall be described as “not Indian enough” before lunch or “too foreign” after lunch.
  • Weekends. At least one weekend per month shall contain no IKEA assembly, visa paperwork, tax portal, house viewing or seven-hour grocery expedition. Relatives may immediately fill the vacancy.
SCHEDULE U

Billionaires, Industrialists & Conglomerates

For persons willing to be photographed holding scissors.

Applicable to persons returning with not less than USD 100 million of investable intent.

  • Land allotted at ₹1 per acre, subject to the land being located, which is a separate Schedule.
  • Single-window clearance. The window is real. The gentleman behind it is on leave. His nephew knows the system better anyway.
  • A ring road, flyover or airport terminal shall be named after the applicant within eighteen months, or after the applicant's father, whichever is more convenient at the time.
  • Employment obligation: 5,000 jobs, of which not fewer than forty shall go to candidates who were actually interviewed.
  • Security detail included in the premium return package. Please note that the men guarding your gate commute four hours a day to do it. Offer them water. This clause is not optional.
SCHEDULE M

Millionaires & Business Owners

You have capital, a business plan, and a slide titled "Why Now".
  • The Homecoming Fund shall match your investment rupee for rupee, interest-free, on condition that you employ people who live here.
  • Repayment begins the day the venture turns profitable. Actuarial estimate of the said day: not available at this time.
  • Priority admission to an accelerator which is itself still raising its Series A. Mentorship will therefore be mutual.
  • You will be seated on panels. You will be asked for your advice to young founders. You will say "just start." The room will applaud. Attendance is compulsory.
  • Failure of the venture carries no penalty. You will be permitted to fail here with the same dignity you were permitted to fail there, which is to say considerably more, since here nobody's residency depends on it.
SCHEDULE F

The Prodigal Promoter Scheme

Pleasant island nations. Leafy suburbs. Excellent extradition lawyers.

Applicable to gentlemen whose passports developed technical difficulties.

  • Return sixty percent of what left. The remaining forty percent shall be entered in the ledger as "market conditions".
  • Airport pickup guaranteed. Destination negotiable.
  • Applicants may bring back their cricket teams, their airlines and their diamonds, in that order of national importance.
  • One commemorative photograph shall be taken at the airport. It will be used by everyone, forever, for everything.
  • Nothing in this Schedule shall apply to a farmer who defaulted on ₹80,000. That matter remains, as always, strictly one of law.
SCHEDULE R

Reverse Culture Shock Rehabilitation

Six weeks, residential. Attendance monitored by your relatives.
  • Currency detox. Participants stop converting every price into dollars. Those who gasp at a ₹400 bill are gently reminded that ₹400 is ₹400.
  • Vocabulary. Supervised withdrawal from “let's take this offline”, “circle back”, “do we have bandwidth”, “quick sync” and “per my last email”. Relapse after joining LinkedIn is common.
  • Acceptance. The internet here is faster and cheaper than where you came from. This will not fit the story you have been telling at parties for twelve years. Counsellors are available.
  • Family relations. Explaining to your mother what a Product Manager, Scrum Master or Growth Lead actually does. A certificate is awarded to anyone who succeeds. None has been awarded.
  • Traffic. Immersive. No instruction is given. None would help.
  • Graduation. You will be asked when you are going back. You will be asked this for the next nine years. The Act cannot assist with this.

Okay, seriously: why would I come back?
Maybe you should not. If your life abroad works, stay and enjoy it. This page is not a guilt trip with a tricolour border. The satire asks a different question: what practical things would make returning a rational option — predictable schools, portable retirement, career re-entry, healthcare, housing, family time and the end of renewable belonging? The imaginary benefits above are the joke. The choice underneath them is real.
Are any of these benefits real?
No. Not the tax holiday, not Parent Proximity Leave, not the school guarantee, not the vitamin-D container. They are invented. If one sounds painfully sensible, kindly direct your disappointment to Annexure 9.
When will the scheme be notified?
Shortly. “Shortly” is defined at Annexure 9. Annexure 9 is being drafted. The drafting committee is awaiting a meeting to schedule the meeting.
I was only abroad for seven months. Do I qualify?
Yes. Seven months out, seven months tax-free. There is no threshold. You may still be asked whether seven months “really counts”. Reply that the rent certainly did.
Can I be happy abroad and still laugh at this?
Please do. The point is not “there bad, here good”. The point is that migration should remain a choice, belonging should not be an annual subscription, and nobody should need to dislike one home in order to love another.
Why is nobody named anywhere on this site?
Because a name turns satire into a news-cycle argument. The joke here is about systems, paperwork, status anxiety and the strange economics of being wanted for your labour while your belonging remains conditional. Those themes travel better without a villain-of-the-week.
What does this Act not promise?
No Schedule covers potholes, AQI, wedding invitations from people you last met in 2008, or your father forwarding “important” messages at 6 a.m. Someone’s cousin may still enter the queue ahead of you. The Ministry is fictional, not delusional.

This Act does not claim life here is easier. It claims only that belonging should not be a subscription, family should not be a flight connection, and returning should not feel like admitting defeat. That is a low bar. Strangely, it is still worth writing an imaginary Act about.
